The fact is, most images used in Illustrator are raster images, whether they are photos or artworks. The import of the ruling is that the BIA’s regular practice to disallow self-referral doesn’t have to be “arbitrary and capricious” to be upheld by a federal court. Immigration Clinic had an interview with the Ninth Circuit’s Chief Judge Sidney Thomas, who is the judge in this case.
